The subsequent amount of the Adjusted payment is included in one payment document of the report, which is usable for all months of the reporting period. As before, customers have the opportunity to make a prepayment (advance payment) for the entire next reporting period, adding up the amounts of the respective months. From 2021, payment receipts will not be sent to customers.
In the new reports, the information on consumption of the previous period will be easier to understand because both the consumption in cubic meters (m3) and the number of kilowatt hours (kWh) can be seen. While the calculation of the natural gas actually received in the previous consumption reporting period is indicated in the breakdown by components of the total payment.
Until now, the total payment for natural gas also consisted of several components, but they were not explained in detail. Observing the requirements of regulatory enactments regarding the information to be included in invoices and reports, in the future the calculation of the total payment will be given in more detail. According to Regulation No. 78 of the Cabinet of Ministers “Terms of trade and use of Natural gas” the user must pay for the consumed natural gas according to the volume of natural gas listed in meter in m3, converted into kWh, because the energy value of cubic meters varies and depends on how dense the cubic meter of gas is in certain conditions. Consequently, calculations for natural gas and tariffs are indicated in the report per kWh, but natural gas is still accounted for in m3. The distribution system operator recalculates the natural gas delivered to the Gaso user in cubic meters in kilowatt hours using the formula:
kWh = m3 x calorific value *
* Calorific value - the weighted average calorific value of natural gas under standard conditions during the settlement period (kWh/m3) for the respective calorific value zone. These ratios depend on both the temperature outside and on the pressure, therefore, special devices are installed throughout the territory of Latvia – chromatographs - that measure the calorific value in each zone. The calorific values are published on the website of the distribution system operator Gaso, as well as detailed information which is available in the billing document.
